Let me begin my congratulating the hard work that went into this masterpiece.  That being said, is it official?  Or will my friends have right to protest if I build a World Eaters Fleet from the Powers of Chaos section?

Just ask friendly.

It is developed by the official installed rules committee but GW has yet to approve it (by uploading it to their site).

The article was commissioned by GW and created by the official rules development committee appointed by GW. The only thing missing right now is GWs rubber stamp of the final document.
