Clarification Question.
I wish to give a command to a brigade with 2 damaged units.
1 is still 2 stands strong
1 is only 1 stand strong
Is the command penalty for the brigade -2 (the maximum of the 2 units) or -3 (the sum of the penalty for each unit)?

I think the penality bonus in your example is -2 (the maximum of two units)
As the rulebook says in page 17 brigades section, "Dont applay any penality more than once (....) and in the case of casualities apply the penality for the unit which has lost more stands"

Ah ha, looked for that in the book last night whilst we were playing but couldn't find it! Thanks. Didn't matter at the time though since I rolled 11! :'(

I would also say -3, its a -1 per every stand missing as far as I know.

LRB p.17 the top of a page:
To give orders to a brigade, measure to the most distant
unit in the brigade and take one test. Remember to
apply the -1 penalty if any units in the brigade are
within 20cm of the enemy, in dense terrain, if the
brigade has moved before or if any units have lost
casualties. Don’t apply any penalties more than once (if
two units are in dense terrain for example) and in the
case of casualties apply the penalty for the unit which
has lost the most stands. If your test is successful, the
entire brigade is in receipt of an order, whereas if you
fail, it is not and the whole brigade does not move.
