I read the draft for a new ships compendium 2.0. I noticed the Relentless class cruiser lacks the powerful torpedo battery mentioned fired by the Aegis in the Elaysion Crusade scenario from Battlefleet Gothic Magazine #18. I saved rules from epic40k.co.uk, a site no longer active, which give background on the Relentless class cruiser and included instructions on how to make a Relentless class cruiser. I actually built a Relentless class cruiser based on this, and I can upload information.

You are talking about the Additional Ship Compendium! Ah, not official, and an unofficial work which is not under my supervision (or direct help).
But I'll ask Gothmog for you (or you can join Discord here: https://discord.gg/qz3yg3fV and ask in the #homebrew-channel).

Does that mean that, even if a ship was used in an official campaign, it is not an official design?

But for your question:
When the magazines ended games workshop releases armada. In Armada they only added the ships from magazines they found balanced/useful enough to be published in an official release for the game.
And personally? I really really really dislike the relentless design. ;)
