should auxiliary ships be mandatory?
supply ships
troop transports
repair ships
etc
beyond scenario requirement i mean

At least as far as Imperial Ships are concerned, vast volumes of their internal space are given over to workshops and stores (etc.) to allow them to be largely self sufficient. Also, in most battles auxiliary ships (if present) would be able to drop back and hide, avoiding the fighting altogether.
On the other hand, I imagine they could form part of a great scenario based around an ambush or something similar.

For campaigns this kinda thing tends to be pretty awesome, but for the particular scenarios, unless you have a real reason to make it mandatory for every fleet (aka piracy is so high escorts are required constantly, or a large supply chain is on the way to the 'front' with a relief battlefleet or escort, etc.). Playing with both IN and eldar pirates, I am dying to get a small fleet of transports, tankers, and other auxiliaries for ambushes and raids.
