For some reason I was under the impression the SB was a mount for the GS (Perhaps because the SB comes with a GS miniature on top). Is this inaccurate? Is the GS an "earth-bound" character just like everyone else's general?

With its position in the Army Table, it could be mistaken as a mount - most other mounts are listed after the General, Heroes and Wizards in their respective Tables.
But, having just read the Special Rule for it, it looks like it isn't a mount and it's actually a machine.
The GS on top is probably artistic license from the sculptor. Other Generals can be mounted on flying critters so aren't truly "earth-bound" compared to any Skaven characters who don't get access to any mount.

In the 2003 Annual, the Screaming Bell is listed as a Chariot Mount with the same effect as the current bell, but a maximum 40cm move for the character.
I would hazard a guess that the effect was judged too powerful to be a near immune to destruction as a character, and it was changed to a Machine. This also explains its position in the selecter - it was simply never moved from its original location.

IIRC Ghost is correct and the rules where changed, but the selector layout not.

IIRC Warmaster_Armies_Errata_2009.pdf supplies a corrected selector table.
