Title: BFG:R Vote 27: Finalize Necrons

We have made a couple votes for the Necron fleet, mainly to include some of the additional ships and to drop their modified victory point rules in exchange for point adjustments. This is a vote to finalize the Necron fleet, basically considering them finished.
