Title: Ruleset clarification

Hi everybody.
two quick questions
I wanted to know where could I find the 2008 ruleset for epic.
i've read somewhere that it should be the  faq'd version.
Is there any chance that the one on the gw site is the one i'm looking for?

then, about the army lists: where can i find non-armageddon armylists?
eg. other marines chapters, chaos (my main issue is that i cannot find chaos!!!), eldar, necron, tyranids?

Which has on its homepage a link to the Tactical Command forums.  There's also the parallel-developed Epic-UK rules (also available through TacComs), but I'm a 'Murican and my preference tends toward the NetEA stuff.
