Title: vampire counts

Hi all ,
Having played a few games using different armies , there are a few questions we would appreciate some clarity with .

1
In the vampire counts army , the vampires are they hero's with magic abilities , but still have hero battle field control of 60cm when trying to issue commands , or do they have command radius of 20cm similar to wizards ?.

2 question
Artillary if they are on lower ground can they fire over the hill at troops on the other side at a lower level .

Vampires are heros with 60cm command range, only Necromancers have the 20cm command restriction.

2) only the Bretonnian trebuchet which has a special rule. Otherwise the LOS is blocked.
