Does dark elf corsairs have any specific rules or are they count as unit?

nope. common infantry (ie spearmen) unit

But if they didnt count as Spearmen, what kind of rules would you give such a unit?

My preferred option is to give special units magic banners, and Corsairs lend themselves to a number of options.

With Sea Dragon Cloaks, the +1 armour or -1 drive back banner are good options.
Two hand weapons goes well with the +1 Attack banner.
You could argue for the +1 Hit banner for the Sea Dragon Cloaks, but this doesn't strike me as very elven.
