I have wanted to start a fleet for as long as polycement has been in my house

I am in a place that is possible.

I want to start IN and can get two cruisers at a time, what is a good starting build?

Really not sure on points level, what is an average game size?

I think fun can achieved at any level in BFG (<500 can be very tense) - though I usually play 1250 (which is reasonably chunky).

Not looking at games just yet (need to convince my opponent just yet) only at models stage so two cruisers on the way and having had a look I'm thibkig of agreeing with gothmog and going lunar and dictator.

Have today finished painiting my dictator and lunar, love the models, now to order a couple more and build as lunar and mars. Maybe order an emperor.

If you already have a Dictator, maybe go with the Overlord over the Mars for your 1st BC as well. I know this is contrary to my 1st 1k list, but thinking on it, having some more WB would't be bad either. I probably suggested the Mars just for the Nova Cannon, which you can just put on you second lunar instead as well.
