How should I go about it? Hand sculpt, pay to do the same, shapeways or is there already an alternative product out there?
Either way I'm very keen to get some for my Nurgle army.
Any thoughts on the hows?

Nurgle drones are the double-rotor creations with a small body, right?
Depending on how many you're after, I'd probably try and convert them- the basic shapes are pretty simple.
I don't know about the scale, but space marine jump pack engine exhausts may work for rotors, and a Tau Fire Warrior head sort-of suits the body? There are probably better pieces out there- that's just what immediately came to mind.

I didn't like the wings and the top of the head bit (it looks like the fly's wearing a walnut on its head) so I've since resculpted. The wings I'll be casting up. After that I have to figure out how to get a Plague Bearer on there. The plan was two of these per base for Daemon Flyers.

Which Plague Bearer model would you use? An old Epic one or a Warmaster one?

If a version is made that I like and it can be cast, I'd buy some. I have plans to make some Nurgle-themed daemon flyers myself one day.

They are correct, but not verticaly. They would be better fixed horizontaly with a rider.

Find some dead flies and mount them on bases?

You could try UK based Otherworld Miniatures "Stirges" (a classic D&D monster in 28mm scale) to use as the core model for the mounts?
A perfectionist would file the proboscis down a bit and cannibalise a second stirge model for the second set of wings for each figure you were making.
Just an idea.
