You can buy for 100k 0-4 Extra Team Training. Does these Re-Rolls refresch after the half or are the gone after use?

Each Extra training taken gives a Team re-roll (p.49).
Team re-rolls are restored at half-time (p.14).

Therefore, you get them back at halftime.
