Unit creation/ custom units.

Hello!
I was wondering if there is a spread sheet or calculation
System to create/ develop new units? I saw one many
Years ago but have lost the file.

I've got an exe file I found somewhere a few years ago. The name of the guy who created it (Ignazio Corrao) is on the info button when you open the file. Unfortunately, as it's an exe, I can't upload it!
