To shoot or not to shoot

If a enemy stays inside the shooting range. Is it obligatory to shoot?  I mean, is shoot compulsory or you can choose to not shoot.

The question raise in our group, for this situation: last turn, a troll slayer unit is in the range of heavy elf fire (bolthrowers and archers). If they shoot surely kills the troll slayer unit.  They trollslayer can not attack because his phase was over and was the last turn. If the shoot is not obligatory, the elves just can wait and take the VP othe troll slayer still in the battle field.

No shooting is totally optional.

You can also "forget" (or do really so) to shoot - which is very much the way I play (Skaven style - they are distracted by fighting each other)

This is also true of magic, moving characters or other crucial and potentially game winning actions
