Yes 10 seems a bit much at the first glance.
But i think you could do it. After all the voters have a hard decition anyway, so 8 or 10 isnt that much of a difference. I think it yould be fair if the two best 2nd placed come into the final as well.

The problem with having "wild card" berths into the final is that the ship with the fewer amount of votes should lose again. Nothing has changed with the entries, so it would be odd for the 2nd place ship to overtake the 1st place ship in the final. On the other hand, I agree that 8 choices vs. 10 is not a big difference. What about having the judges pick one more entry into the final out of all the runners up in the first round? This would allow a runner up to enter the final if they were unlucky to be in a "group of death" heat.
Personally, I'm happy with the rules as they are. I'm most against anything that would require extra rounds of voting, or anything that prolongs the competition.
