Jurisch brought up changing the fire arc on the Dwarf Gyrocopter to 360 degrees:

That raised a number of questions in my mind:

How are changes like these incorporated into the tournament lists? Do we vote? Bring them to a committee? Something else?

If the changes are incorporated, what do we do about the existing PDFs? Collect them all into another errata document? Update existing files?

Lets establish the "How"  first

I am open to suggestions. I would consider running this like a (limited) council with the proxy to give a community approved "stamp".

A council of 12, with a non-voting, but tie-breaking chair (for which I will vollunteer).
Two rounds a year where suggestions can be brought forward.
A "spread"of members to represent as many meta-environments as possible.

I think anyone who can play a lot of battles with/without changes - ie playtesting - and provide enough statistical data.

That, plus I would like to have players from various groups, so (from the places I am aware about)

(5) Europe, (one of the skandaskavians, a Brit, and players from eg. Franch, Poland, Germany, Austria)
(4) Americas (Canada, eastern en western seaboard, Texas?)
(3) Azia/Australia/NZ/Siberia

So what we want is openminded people with enough "status" in their localized community to "represent"

And if we put this up I would suggest that after the first wave of vollunteers  8), "members" take place for 2 years? and get reassigned after that? or something?  to keep a fresh perspective

Not sure if we'd be able to get a person from all those groups. New England is the biggest WM group in the States that I know of, and we top out at 8 on a good day (more like 4 on average). There's a small group in Chicago that isn't very active on this forum, and a fledgling group in Texas, but those are the only ones I know about.

Not to say that we shouldn't try, but 12 might be tough. Either way we stand ready to playtest, some less curmudgeonly than others.

I think perhaps a 'codex' recommending new, optional, house or tweaked rules rather than an update which changes any core rule would be a much better idea. For example, I suspect that the 360 degree fire arc wouldn't get much approval from my regular game group as we often see the Gyrocopter cause mayhem as is (other times it dies ingloriously). Similar problems could no doubt be raised by some players about other changes. Clarifications  to existing rules are one thing but actual changes based on the opinion of the small number of players active on this board over-writing long established base rules are  not something i feel is appropriate.
