Terradon question

looking at the lizardmen army list, it doesn't actually specify that terradons can fly (at least in the warmaster armies I downloaded from the GW site before they were pulled), is this the case? are they simply monstrous infantry?

if so, it really doesn't make any sense to me..... can anyone explain?
