I wouldn't consider the miscast alone to be an indicator for the lizardmen, but the overall cast quality does seem a little low and, probably more importantly, they seem unusually shiny- unless you've just taken them out of their packet or just washed them in soapy water (what do you mean I'm weird?) originals would usually appear pretty dull in colour by now.
The Witch Elves look a lot better, though the single stand issue is interesting. I'd be interested to know the source and how they arrived- if it's spares of someone's army then it's completely reasonable to have odd ratios. I always mix multiple blisters of the same type and work out how to add as much variety as possible to each unit. My spares, therefore, may look a bit like that lot.
