How can Norse fleet (having no long range fire) ever hurt dwarf ships which cannot be boarded unless damaged previously?

Can ship shoot at ship it is touching?

the entire process could be

1.) Ram, save for below the waterline hits.
2.) fire all weapons.  -1 to saving rolls for being in short range.
3.) Board.

I only started playing a year ago, Empire, chaos (Khorne and Nurgle), High elves and Dwarves.  I have found the dwarf fleet to be a bit too strong.  no boarding until damaged but they have engineers that repair the damage!  The norse fleet will need to be lucky that the nautilus cant really get anything done during the game.  Somehow be really successful against the monitors and then swarm any ironclads or dreadnaughts by taking advantage of any damage they can do and doing boarding actions.  The dwarf armor saves and their turrets are enough to make them a power house but then the boarding actions.....I have yet to defeat a dwarf fleet in any of my pickup or test games.

How long have you been playing, is norse your first fleet?

The lack of testing/balance becomes more aooarent as you start to add the MoW expansions. That's something many of the old GW games had in common. My advice would be: ram, take a sea monster or a Iron Fists.

But you cannot ram with Norse ships can you...

I'm not playing Norse. As a newbie I'm just curious about the rules and this issue is jus one I spotted.
I have played two training games with proxies (Empire vs Bretonnia) on 600 pts without magic - just ships, to see how the mechanics work. And I really enjoyed it.

Any particular balance issues in the expansions to be aware of? So far I have read about chaos darfs being slightly op, and I guess the special "racial" magic might be a problem.
  I plann to play Undead list from Citadel Journals, but will probably stick only to the first part (withou necromantic magic)

How about flyers? Fit they well into the basic setting?

my personal opinion on flyers are still out on the subject.  The rules summary on the sea of blood rulebook makes it seem like the flyers cannot break off an attack if they want so they are pretty much just a special missile attack, see what happens.  The defensive fire should be enough to keep the flyers away but if they survive that then it could be a really good attack.

The expansions...I have only played as the khorne fleets and the only 1 game as Nurgle.  Khorne is missing a big gun in my opinion but an ok fleet.  The iron sharks should be better, is their flaw.  Nurgle seems better as the plaguecrushers (only JUST got some in the mail last week) can do a lot more than the iron sharks and the chaos rewards are pretty crazy as with some of the MOW cards.

It is a really fun game overall but with a bunch of unfortunate holes here and there for all races.
