I know RAW states that spells have the same LOS as shooting, and as such, a wizard on a hill would have his LOS blocked by friendly units, because the only rule that breaks this is artillery on a hill. BUT, I'm just wondering if that was the intention, because in-game it feels a bit awkward that a wizard on a hill can't cast spells OVER friendly units.

good question - I would say it is treated the same way as infantry who can't shoot over friendly units, even if on a hill. - artillery is seen to be a bombardment, with maybe spotters in the field somehow directing their fire over intervening terrain or troops.. were as a wizard would shoot a spell in a straight line from the hand. it will be interesting to see if others see it the same way.

i agree with clawlessdragon, artillery are a special case due their ability to elevate their fire arc
